About the C40 x GCoM Joint Program

The Joint Program, funded by Bloomberg Philanthropies, brings together C40 Cities Climate Leadership Group and the Global Covenant of Mayors for Climate & Energy to work with partners on a shared agenda to:

Increase cities’ access to finance for projects that combat the climate crisis and improve resilience;

Ensure nation states upgrade their national climate commitments as a result of working with cities, with particular focus on city climate action being included in nation states’ climate action plans which are due in 2025 (Nationally Determined Contributions or NDCs);

Improve the quality and ease of access to climate data so cities can start implementing the most impactful climate actions as quickly as possible.

Position Description

Reporting to senior leadership at C40 and GCoM, and working closely with the sponsor for the C40 x GCoM Joint Program, Bloomberg Philanthropies, this postholder will drive forward strategic communications, media and advocacy to support an ambitious and fast-paced multi-year joint programme of work addressing climate finance, data and tools, and multi-level partnerships.

The postholder must have senior experience coordinating communications, particularly media coverage,

and advocacy campaigns for high-profile international projects and initiatives, working with global networks and a diverse group of partners, and be capable of drawing on that experience to mobilise geographically dispersed teams and advisers. They should have direct experience of the city climate network space.

Working in both C40 and GCoM, the candidate will play a key role in helping to coordinate and manage the expansive network of communications contacts in member cities.

Responsibilities

Lead a small team of communications professionals delivering the communications and advocacy activities for the Joint Program, providing strategic oversight and driving delivery.

Direct the work of contractors who are collaborating closely with the C40 and GCoM team on the Program activities as they relate to communications.

Develop and oversee implementation of

communications and content strategies to increase GCoM and C40’s visibility, enhance awareness and convey the Joint Program mission, vision, and activities to diverse audiences through exciting and impactful content.

Manage complex project deliverables on a daily basis.

Manage budget for communications deliverables within the Joint Program.

Develop the program of deliverables for future years of the Program (2024-25), in consultation with senior leadership.

Represent the Communications & Advocacy pillar of the Joint Program to internal and external stakeholders.

Ensure the Joint Program produces creative and digital content which is engaging and nuanced to account for the diverse and complex target audience and stakeholder groups.

Lead the ongoing development and management of a network of city communications experts which is designed to enable these experts to collaborate in relation to their cities’ climate action, for example to share learnings, support and amplify work major announcements and wins, enhance visibility during global milestones including COP, and tackle communications challenges like local pushback on local climate action.

Align on a cohesive narrative around city climate action that elevates the priorities and actions of C40 and GCoM leadership cities.

Share best practices, resources, expertise, and knowledge to spread awareness of city climate action among local communities, media, and global climate leaders.

Oversee development of communications and engagement toolkits for cities to communicate about and promote C40 and GCoM events, announcements and campaigns, or around key moments at the request of strategic funders and partners.

Work alongside the GCOM/C40 and Bloomberg Philanthropies leadership, external engagement and wider communications teams to develop and deliver advocacy positions and outcomes that bolster the diplomatic engagement of mayors on key issues, notably on climate finance and multilevel governance.

Person specification

Extensive experience working in communications, external relations or a relevant field.

Effective communicator and collaborator who is able to manage time, work strategically, prioritise activities and accomplish tasks with minimal oversight.

Ability to effectively oversee simultaneous projects, and successfully prioritise multiple tasks with sound judgement, and ability to perform and adapt under pressure.

Familiarity with C40, GCoM and other city networks and related partners.

Demonstrated ability to effectively influence senior colleagues and senior level external stakeholders to direct resources towards a common goal

Proficiency in elevating programme deliverables into a compelling external narrative for action, backed up by strong writing and visual communications skills

Passion for environmental and climate issues; knowledge of global climate action an advantage.

Native-level proficiency in English; ability to speak another language.

Experience working with cities, other levels of government, and NGOs is a plus.

Experience in the field of climate finance is desirable.

Experience working for a global organisation is desirable.

Excellent IT skills — Highly competent with Microsoft Office software (Word, Excel, PowerPoint) and conference call/webinar systems (e.g, Zoom), Google Drive Documents.
